Bush to Nature: "Shove It!"
The Bush administration rejected its own experts' conclusion that global warming poses a threat to the public welfare, launching a comment period that will delay action to reduce greenhouse gas emissions at least until the next president takes office.

Possibly better this way?
Of course, this is exactly what Ross says it is: another tactic to ensure that nothing gets done and that right slowly.
However, consider the alternative from the present administration: if they were going to actually do something, it is very unlikely that it would be something real. Like our own government's actions, it would probably be just a PR thing, but it might inhibit the development of a real policy next year because it might be harder to change an existing strategy rather than start from scratch.
At this late date, I am hoping the incredible ineffectiveness of the Bush administration actually continues. Whenever they try to do something, the situation always seems much worse.
