CCS Series: Alberta’s Carbon Capture and Storage Plans Stagnate as Carbon Price Lags

Alberta is falling behind on its goal to capture 30 million tonnes of carbon emissions a year by 2020 — and growth in the carbon capture and storage (CCS) industry will only come if the price of carbon rises significantly or government mandates CCS through regulation, experts and officials say.  

Currently, only two CCS projects are in the works in Alberta. If both projects come on line in time they will sequester at best three or four million tonnes of carbon a year by 2020 — just a tenth of the province’s target.

Enhance Energy Inc. is moving ahead this spring with building its Alberta Carbon Trunk Line, which the company calls the world’s largest carbon capture and storage project.

The carbon trunk line will include a 240-kilometre pipeline to capture waste carbon from Alberta’s industrial heartland and pipe it south to the Lacombe area, where it will be injected into depleted oil reservoirs to help extract light oil, before being stored underground.

Tar Sands! It’s What’s For Dinner!

This Thanksgiving, Americans can be thankful that Canadian tar sands crude isn’t flowing across the border through the Keystone XL to refineries and export facilities on the Gulf Coast.

Canada, which is home to the third largest deposit of oil on the planet, is looking to export the fuel source from U.S. soil, because Canadians won’t let industry ship it from their own shores. The Keystone XL pipeline, which would transport the dilbit concoction from Alberta, Canada down to Texas, is pending approval from the Obama Administration and will only be cleared for construction if it doesn’t exacerbate climate change (although the southern half of the pipeline has already been built).

Nextgen Climate Action, a project of the Next Generation, released this video on Keystone crude just in time for Thanksgiving to show just how…strange…an appetite for dirty crude really is.

Canadians Losing Confidence in Governments on Climate Says New Poll

Canadians are losing confidence that governments will take the lead in battling climate change, all the while becoming more certain that humans are behind global warming, according to a new poll by the Environics Institute, in partnership with the David Suzuki Foundation.

The belief that governments will take a lead role battling changes has dropped to 53 percent from 59 percent in a year, according to the poll, which comes as Prime Minister Stephen Harper's Conservative government faces rising criticism at home and abroad for inaction concerning greenhouse gas emissions.

“Canadians have for decades looked to their governments for leadership on addressing climate change and other environmental problems,” Keith Neuman, executive director of Environics, said in a statement. “This latest survey shows a noticeable drop in the public's confidence in governments' capacity to play this role, and this may well be because citizens haven't seen any evidence of leadership, especially at the federal level.”

US State Department Considers Rail Transport of Crude in Keystone XL Decision

A decision on the proposed northern half of the Keystone XL pipeline - under review since 2008 - hinges on a final environmental review by the State Department now taking into consideration the importance oil-by-rail transport might have on growth of Alberta's tar sands.

US officials are evaluating the impact Keystone XL will have on expansion of the tar sands and whether or not the pipeline will worsen climate change. According to a new report by Reuters the evaluation has created a balancing test, “zeroing in on the question of whether shipment by rail is a viable alternative to the controversial project.”

The test's crux: “if there is enough evidence that the oil sands region will quickly grow with or without the 1,200-mile line, that would undercut an argument from environmentalists that the pipeline would turbocharge expansion,” Reuters reports.

President Barack Obama's State Department is asking rail executives to report on logistics, market dynamics and what obstacles oil-by-rail alternatives face in delivering 830,000 barrels of Canadian oil to Cushing, Oklahoma - the “pipeline crossroads of the world” - where Keystone XL's northern half will link up with Keystone XL's southern half which is expected to be up and running by the end of October.

In other words, could rail realistically provide an alternative to the Keystone XL, aiding in the expansion of Canada's highly-polluting tar sands?

One answer to the question of why free market capitalism has failed to generate technological solutions to the crisis of climate change is that green innovation simply isn’t as profitable as speculation. In an era when financial markets generate record profits and investment banks are too big to fail, the long work of investment, research and construction of new energy infrastructure simply isn’t attractive to profit-seeking corporations.

Faced with the clear failure of the free market to respond to the approaching dangers of climate change, politicians have reacted by attempting to coax corporations into serving the needs of people as well as the bottom line. This is typically referred to as finding “market-based solutions.” It sounds good at first: we’ll harness the best minds in the private sector to develop new technology, create new jobs and solve climate change in the process.

But all too often the phrase “market-based solutions” works as a kind of coded communication. In effect, it signals to corporations that the government will not take any measures that could interfere with their business model. Rather than impose meaningful restrictions on emissions or the extraction of fossil fuels, market-based solutions focus on changing behavior by creating the right set of incentives.

One of the great mysteries of contemporary capitalism is the fact that as a system it appears absolutely incapable of responding to the crisis of climate change. Why can’t a system that made the automobile into an accessible mass consumer good provide us with clean and efficient mass transit, or at the very least electric cars? Why are we still burning coal, the energy source that drove the Industrial Revolution over 200 years ago? Where are all the new green enterprises leading the way into a low-carbon future?

What's in a Number?: Media and Government Downplay Keystone XL Climate Rally Attendance

A Sunday report from the Globe and Mail gives a rather undersized account of what prominent environmental organizations are calling the largest climate rally in American history, suggesting Canadian media might be trying to downplay the extent of public opposition to the Keystone XL tar sands pipeline planned to cut across the U.S. to reach refineries and export markets.

In the wake of the massively successful display of North American opposition to the Keystone XL pipeline in Washington DC on Sunday, February 17th, perhaps some Canadians are refusing to receive the message, or admit the significance of Canada's contentious, bituminous role in the whole ordeal.

Organizers for the event estimate 35,000 or more individuals attended Sunday's event, with some accounts citing figures as high as 50,000.

But as Paul Koring and his co-authors present the rally in the Globe and Mail, organizers only claimed 35,000 participants attended the protest, but “turnout seemed significantly smaller.”

Some protesters even “voiced disappointment at the numbers” after traveling across the country to be in Washington for the monumental day. An unofficial policeman's estimate, the article states, said the turnout amounted to perhaps 10,000, a meagre total evidenced by the unused portable toilets and protesters who skipped out early to leave nothing but a “straggling column” to march on the White House a mere two hours into the rally.

Sounds rather unimpressive. I suppose Canadians can rest easy, knowing rumours of growing tar sands opposition south of the boarder are exaggerated. Right?

James Delingpole Raising Cash for Australian Climate Sceptic Think Tank

JAMES Delingpole is a UK columnist waging a long personal jihad against wind farms, environmentalists and climate science.

A resident blogger and columnist at The Daily Telegraph, Delingpole is probably best known for being among the first mainstream columnists to declare, wrongly as it turned out, that emails illegally hacked from an influential climate research unit showed scientists were trying to con the public.

So he is the perfect person to be appealing for people to donate their cash to the Melbourne-based Institute of Public Affairs, a free market think tank which has been working for about 20 years on a campaign to mislead the public about climate science and the impact of carbon pricing.

In the appeal, Delingpole lauds the IPA's campaign against climate science and action on climate change. Readers of the appeal might be forgiven for thinking the IPA is struggling for cash. Says Delingpole: “Their budget is always stretched. If you don’t give them money they’ll go broke.”

Yet the IPA's most recent financial returns to the Australian Securities and Investments Commission suggest that rather than scrambling around for spare change, the think-tank is in fact in rude financial health.
