House Republicans Attempt To Nix Military's Clean Energy Initiatives

Republicans on the U.S. House Armed Services Committee have decided that the military’s push for clean, renewable energy has gone far enough, and have proposed for next year’s budget that the Pentagon not spend a dime on renewable energy sources that cost more than traditional dirty energy.

This news comes on the heels of the Navy’s announcement of their new “Great Green Fleet,” which features an aircraft carrier and strike group that are all powered by renewable, cleaner energy sources.

The shift in policy came from the House Armed Services Committee, chaired by California Republican Howard “Buck” McKeon. Republicans on the committee complain that the fuel being used for the “green fleet” and other military renewable energy projects is too costly, and contend that the military should never spend more on a renewable energy source that is more costly than traditional petroleum.

The Onion Skewers The Boom in Fracking PR Spin

In typically grand fashion, satirical news source The Onion has skewered the rise of misleading PR bankrolled by the oil and gas industry to defend the dangerous practice of fracking.
Although the piece is not “real” news, anyone could be forgiven for taking it as fact since it isn't far fetched at all.

Head over to The Onion to read the entire (short) piece, “Fracking Industry Now Largest Employer of Recent PR Graduates.”

Here is an excerpt featuring a manufactured quote that is pretty spot on:

“These days, media-savvy professionals who know how to publicize questionable scientific data in order to downplay the environmental dangers of forcing toxic fluids into the ground can pretty much write their own ticket,” said Bart Hobijn of the Federal Reserve Bank of San Francisco, adding that this year at least 2,500 graduating seniors will be put to work obfuscating the levels of carcinogens in groundwater. “And in the long term, the job demand will only increase. Fracking has become a high-growth sector in which there is an extraordinary amount of spinning to be done.” 

It would be funnier if it weren't so true.

The only thing missing is a reference to the industry's use of military psychological warfare tactics to intimidate citizens and divide communities.

Perhaps they didn't find that fair grounds for humor since it's such a devastating indictment of the oil industry's unethical behavior?

Gas Fracking Industry Using Military Psychological Warfare Tactics and Personnel In U.S. Communities

At the “Media & Stakeholder Relations: Hydraulic Fracturing Initiative 2011” conference last week in Houston, Matt Pitzarella, Director of Corporate Communications and Public Affairs at Range Resources, revealed in his presentation that Range has hired Army and Marine veterans with combat experience in psychological warfare to influence communities in which Range drills for gas.  

As CNBC reported, Range spokesman Matt Pitzarella boasted to the audience:

[“…looking to other industries, in this case, the Army and the Marines. We have several former PSYOPs folks that work for us at Range because they’re very comfortable in dealing with localized issues and local governments. Really all they do is spend most of their time helping folks develop local ordinances and things like that. But very much having that understanding of PSYOPs in the Army and in the Middle East has applied very helpfully here for us in Pennsylvania.”

At that same conference, Matt Carmichael, External Affairs Manager at Anadarko Petroleum Corporation, suggested three things to attendees during his presentation:

If you are a PR representative in this industry in this room today, I recommend you do three things. These are three things that I’ve read recently that are pretty interesting.

(1) Download the U.S. Army/Marine Corps Counterinsurgency Manual [audible gasps from the audience], because we are dealing with an insurgency. There’s a lot of good lessons in there, and coming from a military background, I found the insight in that extremely remarkable. (2) With that said, there’s a course provided by Harvard and MIT twice a year, and it’s called ‘Dealing With an Angry Public.’ Take that course. Tied back to the Army/Marine Corps Counterinsurgency [Field] Manual, is that a lot of the officers in our military are attending this course. It gives you the tools, it gives you the media tools on how to deal with a lot of the controversy that we as an industry are dealing with. (3) Thirdly, I have a copy of “Rumsfeld's Rules.” You’re all familiar with Donald Rumsfeld – that’s kind of my bible, by the way, of how I operate.”

Carmichael is also the former Senior Manager of External Communications for Kellogg, Brown and Root (KBR), a subsidiary of Halliburton, which at one point had over 15,000 mercenaries placed in Iraq, according to the Los Angeles Times.  

The Counterinsurgency (COIN) Field Manual [PDF] devotes an entire chapter to PSYOPs, confirming its utility as a major element of a counterinsurgency campaign. The COIN manual is the current U.S. military doctrine in both Iraq and Afghanistan.

Pentagon Back to Tried and True PR Tactic - Greenwashing

The Pentagon public relations and propaganda machine is at it again. Working overtime to convince pundits and citizens of the benevolence of its “democracy spreading” missions abroad,  some notables have drank the kool-aid

In a recent article titled, “The military’s historic embrace of smart energy,” Grist's David Roberts wrote, 

The U.S. military's embrace of energy efficiency and renewable energy is going to be one of the great stories of the coming decade. It will be a story about technology, the changing face of warfare, geopolitics in the 21st century, and the struggle to change one of the world's largest bureaucracies…For decades, the lines of warfare on climate change and clean energy have been drearily familiar and amazingly resistant to change. If it follows through on its promises, the Department of Defense – the largest consumer of oil and electricity in America – has the potential to change all that.

Furthermore, in March 2010, the Center for American Progress penned a holistic report titled, “It’s Easy Being Green: The Pentagon Goes Green One Wedge at a Time.”

While a nice and hopeful sentiment, this flies in the face of both history, as well as present day reality of the Pentagon's activities abroad. A review, then, is in order.

Pentagon Releases New Clean Energy Strategy

The U.S. Department of Defense has released a new strategy for how the U.S. military will address growing concerns over energy consumption. The military remains the single largest consumer of energy in the world, and accounts for 1% of total consumption in the United States. As concerns continue to mount over oil prices and the instability of oil-rich countries in the Middle East, the Pentagon is looking for new methods to continue to meet the energy demands of the military.

The U.S. military currently relies on fossil fuels for almost all of their energy needs, spending more than $13 billion annually just on fuel. Military operations accounted for 121 million barrels of oil alone, which does not include the amount used for domestic activities such as military housing operations and transports. But the Department of Defense has known for years that their current path is not sustainable, and raised the alarm over peak oil long before the U.S. Department of Energy. Their new report shows that they are actively working to switch to renewable energy sources, and away from dirty oil sourced from unstable parts of the globe.
