IPCC II: Climate Change Will Devastate World's Poor1 Apr 07
The world’s richest countries, which have contributed by far the most to the atmospheric changes linked to global warming, are already spending billions of dollars to limit their own risks from its worst consequences, like drought and rising seas. But they are spending just tens of millions of dollars on ways to limit climate and coastal hazards in the world’s most vulnerable regions — most of them close to the equator and overwhelmingly poor. They've now gone through the main stages of scoffing: from "the real danger is global cooling", to "but we can't affect weather and climate", to "but the science isn't clear", and finally "but it would be too expensive". They tried "warmer is better", and even "if you don't believe me, I will pout".
Then there was "thoroughly confuse everyone". Now the newest (7th?, 8th?) Level of Denial is, from the class clown, is "but it is just a small annual change".

As with most aid issues, there is probably enough time to save lives and land, but perhaps not enough will.
The maps and methods are described at http://blog.firetree.net/2006/05/18/more-about-flood-maps/
