Behind the scenes, as law enforcement officials tried to stem protests against the Dakota Access pipeline, alumni from the George W. Bush White House were leading a crisis communications effort to discredit pipeline protesters.

Emails show that the firms Delve and Off the Record Strategies, apparently working on contract with the National Sheriffs’ Association, worked in secret on talking points, media outreach, and communications training for law enforcement dealing with Dakota Access opponents mobilized at the Standing Rock Sioux Reservation in Cannon Ball, North Dakota. This revelation comes from documents obtained via an open records request from the Laramie County Sheriff's Department in Wyoming.

Architect of Energy Secretary Rick Perry's Political Comeback Now Lobbies for Dakota Access Owner

Federal lobbying disclosure forms for the first quarter of 2017 show that Jeff Miller, campaign manager for U.S. Energy Secretary Rick Perry's 2016 Republican presidential bid, now lobbies for the company which owns the Dakota Access pipeline.

The forms show that Miller is lobbying on behalf of Energy Transfer Partners (ETP) on “Issues associated with pipeline infrastructure development, midstream sector environmental compliance, and pipeline safety. Issues associated with partnership taxation.” Perry, after bowing out of the 2016 race, was named to ETP's Board of Directors. He stepped down from that role after being nominated by President Donald Trump as Energy Secretary.

Miller — formerly a lobbyist in California and adviser to both former California Governor Arnold Schwartzenegger and current Republican House Majority Leader Kevin McCarthy — is credited as the architect of Perry's political comeback and foray into the national political scene. After serving as the longest-tenured governor of Texas from 2000–2014, Perry was indicted by a grand jury in August 2014 on corruptions charges in Travis County, Texas, for abuse of power. Those charges were dismissed by the Court of Criminal Appeals of Texas in February 2016. 

Key Trump Donor Stands to Profit from Order to Approve Keystone XL, Dakota Access Pipelines

On January 24, President Donald Trump signed two executive orders calling for the approval of the Dakota Access and Keystone XL pipelines, owned by Energy Transfer Partners and TransCanada, respectively. He also signed an order calling for expedited environmental reviews of domestic infrastructure projects, such as pipelines.

Fights against both pipelines have ignited nationwide grassroots movements for over the past five years and will almost assuredly sit at the epicenter of similar backlash moving forward. As DeSmog has reported, Donald Trump's top presidential campaign energy aide Harold Hamm stands to profit if both pipelines go through. 

Hamm, the founder and CEO of Continental Resources who sat in the VIP box at Trump's inauguration and was a major Trump campaign donor, would see his company's oil obtained from hydraulic fracturing (“fracking”) in the Bakken Shale flow through both lines. Kelcy Warren, CEO of Energy Transfer Partners, was also a major Trump donor.

Leaked Audio: Dakota Access Pipeline Executive Says "Election Night Changed Everything" and DAPL "Is Going Through"

Shaun King, a writer for the New York Daily News, has uploaded what appears to be a recorded audio file of Energy Transfer Partners' Chief Operating Officer saying that “election night changed everything” for the company as it relates to its embattled Dakota Access Pipeline.

King stated on social media and on the SoundCloud page on which he posted the file that a source sent him the file on December 13, hours after Matthew Ramsey — COO of Energy Transfer Partners — gave his speech. The source who gave King the audio, he explains on SoundCloud, “claimed to be in a corporate meeting at Energy Transfer Partners” and told him that the person speaking was Matthew Ramsey, the COO of Energy Transfer Partners. King also wrote that the recording was made during a mandatory company meeting.

“I've got to tell you, election night changed everything,” Ramsey apparently said in the 10-minute clip, the authenticity of which DeSmog could not independently verify. “We now are going into a transition where we are going to have a new President of the United States who gets it. He understands what we're doing here and we fully expect that as soon as he gets inaugurated his team is going to move to get the final approvals done and we'll begin to put [Dakota Access] across Lake Oahe.”

Former Texas Republican Governor Rick Perry, a boardmember of Energy Transfer Partners — owner of the Dakota Access Pipeline (DAPL) — has been named U.S. Secretary of Energy by President-elect Donald Trump.

Perry, the former chairman of the Interstate Oil and Gas Compact Commission (IOGCC), ran for president as part of the Republican Party primaries in 2015, but his campaign ended quickly. He announced his run for the Oval Office in 2015 while facing felony charges for official state corruption in Texas.

Did an Industry Front Group Create Fake Twitter Accounts to Promote the Dakota Access Pipeline?

A DeSmog investigation has revealed the possibility that a front group supporting the controversial Dakota Access Pipeline (DAPL) — the Midwest Alliance for Infrastructure Now (MAIN) — may have created fake Twitter profiles, known by some as “sock puppets,” to convey a pro-pipeline message over social media. And MAIN may be employing the PR services of the firm DCI Group, which has connections to the Republican Party, in order to do so. 

DeSmog tracked down at least 16 different questionable Twitter accounts which used the #NoDAPL hashtag employed by protesters, in order to claim that opposition to the pipeline kills jobs, that those protesting the pipeline at the Standing Rock Sioux Tribe's encampment use violence, and that the pipeline does not pose a risk to water sources or cross over tribal land.

On September 13, people began to suspect these accounts were fake, calling them out on Twitter, and by September 14, most of the accounts no longer existed.

The Obama Administration has quietly approved expansion of a major pipeline carrying fracked gas destined for the global export market.

The Gulf Trace pipeline, owned by The Williams Companies, is set to feed into Cheniere Energy's Sabine Pass LNG export terminal in Louisiana. Former Texas Republican Governor Rick Perry has joined the board of directors at Energy Transfer Partners, a natural gas and propane company headquartered in Dallas, Texas that has proposed to build a controversial Bakken crude oil pipeline across Iowa.

The announcement, which appeared in Energy Transfer Partners' February 3 Form 8-K filing to the U.S. Securities and Exchange Commission (SEC), comes as Perry faces two Texas state-level felony charges for abuse of power. Perry pleaded not guilty to both charges and District Judge Bert Richardson recently ruled against dismissing Perry's case.  

“It isn't immediately clear how much Perry will be paid for his board position,” explained the Texas Tribune. “According to regulatory filings published on the company's website, non-employee board directors were paid $50,000 a year in 2013.”

Despite the felony charges, Perry is still strongly considering a 2016 presidential run, according to a recent article published by the Associated Press, which reported he may make a final decision on whether or not to run by May. 

The Energy Transfer Partners filing to the SEC describes Perry's appointment:

On February 3, 2015, James R. (Rick) Perry was appointed as a director of Energy Transfer Partners, L.L.C., the general partner of Energy Transfer Partners GP, L.P., which is the general partner of Energy Transfer Partners, L.P. (the “Partnership”). Mr. Perry served as the Governor of Texas from 2000 until 2015.
 
There are no arrangements or understandings with the Partnership, or any other persons, pursuant to which Mr. Perry was appointed as a director of Energy Transfer Partners, L.L.C. Mr. Perry is not currently expected to be named to any committees of the board of directors of Energy Transfer Partners, L.L.C. At this time, the Partnership is not aware of any transactions, since the beginning of the Partnership’s last fiscal year, or any currently proposed transactions, in which the Partnership was or is to be a participant involving amounts exceeding $120,000, and in which Mr. Perry had or will have a direct or indirect material interest. Consistent with other non-employee members of the Board of Directors, Mr. Perry will be eligible to receive cash compensation for his service on the Board of Directors and equity compensation under the Second Amended and Restated 2008 Long-Term Incentive Plan, as described in the Definitive Proxy Statement on Schedule 14A filed by the Partnership with the SEC on October 24, 2014.
